biggest bore size?

what is the biggest you can bore out a b18c block safely without running into problems?

On the stock sleeves? Not much. With some aftermarket sleeves you can go out to 86 mm.

I don't recommend more than 81.5 mm.not much at all..

what about stroker stuff. Can you get a stroker kit for the GsR? Some time down the road I'm thinking about a bored-stroked GsR..

Yes, but stroker kits are so much more expensive than getting a block resleeved I'm not sure why you would consider it unless you were planning on doing both.
