Default Fuel & Sensor Problem.. Help

My application is a 1995 Acura Integra GSR transplant into a 1992 Honda Civic VX chassis.

All is fine with the install... I've had it for about a year now. I seem to have a few problems that I just cannot solve.
First, I bought a chipped p72 ecu off of ebay because I didnt have one. I think this is the cause for my motor having excess fuel. I get really crappy gas mileage and there is tons of carbon build up on my pistons and even in the intake manifold. What could cause this problem? ECU? If so how do I fix it without buying another. Possible remap?

Also, my other really big and annoying problem is my cruising. I cannot stay at a certain speed on the road without losing gas pressure. FOr instance, I cannot stay at 45 mph constantly. Its either speed up or slow down. Its like there is no inbetween on the gas pedal. I replaced the throttle cable with a gsr one and still same problem. Someone suggested a map sensor problem but I dont know. Please help because this problem is getting old. Any more information needed just ask.

what program was on the p72?
my gf had a "mugen" p28 that got her about 17 mpg on her b18c1 in a civic.

I did check the ecu for thrown codes and it came up as a 24. I have searched heavily and have not found that code. Honestly, it blinked two long flashes and 4 fast flashes. So, that didn't really help.
To answer the other question, its supposedly a JUN chipped ecu, but I think they are all the same. I believe they all are just exact fuel maps, but moved higher up the graph allowing excess fuel into the motor.

I'd appreciate any more advise given. Thanks

Possibly.. but they weren't broke apart that much and the first blinks were quite slower than the last four.

Can anyone figure out why I cannot stay at a certain speed on the highway? Could it be the throttle cable on the pedal side? I have no idea.

What else is going on with the car?? Is it smoking?? Id make surea and double check the map sensor for both voltage and vacuum. ALSO another you should double check is correct ignition timing.. If you are having a weird CEL code then i would suggest switching out ecu's for a known good one and seeing what happens... my 2 cents

I think I might have discovered the culprit. Because of the motor running very rich, and seeing how I bought an ecu off ebay that was chipped, I thought maybe it would be my ecu. There were no codes on the outside of the ecu, only a stamped date which was 1993. I opened it up and no code on the inside. Hmm...
I finally took it down to the dealership and they said it was a 1993 gsr automatic ecu. That boggled my mind seeing how it would run on my manual transmission. Anyways, Would having a wrong ecu cause all those problems I posted earlier? If so, I must dump more money into buying yet another ecu (3rd one).
