Need your insight with idle problem

2001 Honda Accord EX L4 2.3L VTEC with 55,000

Disconnected battery then -

I removed throttle body assembly
- removed throttle plate
- cleaned the entire assembly with throttle body cleaner
- cleaned throttle plate then reinstalled
- Cleaned and reinstalled on plenum

I removed the IAC valve
- Cleaned and reinstalled on plenum


Reinstalled battery and topped off coolant and preceded to perform Idle learn procedure

Intially when engine first started was running with RPM
Took to 3000 RPM and held until fans kicked on
Then allowed to idle for 5 minutes but the entire time idle was 2250RPMs
Drove car ~ 5 miles and when car is in gear and at stop sign it idles at ~ 1300RPMs
Car runs real strong and it idles very steady but at 2250 RPM in Park or Neutral and 1300 RPM in gear.

I removed inlet snorkle and started car and performed the following test:

1. Blocked off IAC hole in the throttle assembly and RPM dropped and if hole is completely blocked off the car will stall.
2. There are NO vacuum leaks
3. Turned off engine and disconnected electrical connector from IAC valve
4. Started engine and the RPMS oscillated 1800 to 2250 RPM but engine runs smooth
5. Reconnected electric to IAC valve and RPM jumped to 2250 and ran smooth

I have NO MIL/check engine lights but because the battery had been disconnected the MIL will flash five (5) times before going off to signal that the emission Readiness Codes have been erased each time the car is started. Lastly everything – minus the disassembly and cleaning - above was done two (2) times and the RPM remain 2250 in N or P and 1300 RPM in D.
