Default not likely

if the vtec solenoid fails the engine should still rev all the way, i am 99% positive of this. The engine should rev all the way, but you will not hear the audible difference in engine tone when the vtec kicks in at about 4000rpm, obviously this is because the vtec in not being activated, so you will feel significant loss of power comparatively to with functioning v-tec. I am really not sure what could be causing your problem. I might have a better idea if you can describe what the engine does when it hits 3000. does it bounce like off of a rev limiter? or does it sputter, misfire? does it stop running? the more info and better descrip you can give the more likely i can help.

Default the most likely cause i would think without knowing anything else

i would tell you to check fuel system. make sure pump is supplying enough pressure and that lines are not clogged, sometimes with low pressure or partially clogged fuel passages the engine will get enough gas to idle and run low rpm but does not receive enough fuel for high end rev.

sounds like it is in limp mode to me. What year is the motor, what year is the ecu you are running, any conversion harnesses, etc. Not enough info to diagnose sir.

i had this problem, i had low oil pressure issues and it wouldnt go past 3000 rpms, make sure theres enough oil and nothing is cloged up or kinked, then check the vtec selonoid
