h22a EGR problems

Default h22a EGR problems

Ok guys, im stumped here as to whats going on.

Ive just completed a H22a swap into a 92 prelude. And when everything is hooked up, the engine has a very strange rev'ing problem. If you hold the accelerator in place, in gear or not, the engine will rev and fall. As in, If i hold the gas, it goes up to 2000 rpm, or 5000 or whatever and will fall to idle, at which it will let you go back up again. Once the engine starts its loss of power, no amount of gas or anything will make the engine rev again until it hits idle speed.

Now, Ive narrowed the problem to the EGR system, because i unplugged the valve and though my CEL comes on, the engine begins to idle perfectly, and rev perfectly with no issues.

Here is where i am stumped, i have tested the EGR valve and it tests fine, i have cleaned it as well. So that leads me to the EGR Solenoid and the EGR vacuum control valve. I need to know how to test these two parts. Or if there is a way of narrowing the problem down further.

Has anyone else had this problem with this engine? I get the EGR code, but its not the valve.

the h23 that was in it was beat, 177k on it, leaking oil out of the seals, burning oil cause of leaking valve seals. i wasnt ready to give up the car, so new engine seemed to be the only course.
