Default State Referee question?

Hey guys, I’m planning on getting my jdm b18c1 state referee. Spoke with the state referee in my smog class last night. He told me even if it’s a JDM motor I can get it street legal. My question is, I did a piston change not that long ago to JDM ITR and now the compression ratios at around 11 and compression tested at 265. What are my chances of getting this to pass smog? I know once you raise the compression ratios it ups the CO, NO and NOx. The referee told me as long as I can get the motor to meet US b18c1 then I should be fine. What are my chances of that? Let me know your thoughts and info.
