Engine revs while in park: 1999 Accord coupe

Default Engine revs while in park: 1999 Accord coupe

***To start off, my vehicle had not been driven for 3 months while it was being shipped overseas (military)***

While the car is in park, the engine will rev up and down between 1k rpm and about 2.5k rpm, or stay reving around 1k rpm. When in drive and I come to a stop on level ground then let my foot off the brake, the car will accellerate up to almost 20 mph without even touching the gas. Also, if I engage the parking brake (which i know is good) while in drive on level ground, the car will try and go forward with the back brakes locked up, like if I were pressing the gas. Listed below are some other problems that I've encountered since receiving my vehicle that might aid someone. Any information on what might be the problem will be greatly appreciated since I'm in a foreign country and its kinda hard to get work done on vehicles without them ripping you off or adding more problems.

- engine runs really hot
- A/C doens't work, blows hot air out of one vent
- problems with CD player, automatic seats, and cruise control
- factory security alarm will not engage from remote (brand new battery in remote)
