Default hesitation in VTEC

I have a 99' base model prelude, and when i go into vtec at 5K rpms in 2nd or 3rd gear it kind of feels jerky or like it is hesitating or something, my oil level is good and I use 10w-30 like the manual says, is this normal or a problem?

i have a manual tranny, but it is normal, it was because the road was messed up and bump and it was pulling more and more rather than hesitating, it felt like hesitation though....
