Default B18B1 Sputters ['99 motor; '96 Civic Chassis]

I have a 96 Civic with a B18B1 swap. At around 2500 to 3000 rpms the motor falls on its face and starts sputtering. If you put your foot to the floor it will wake up and take off like a bat out of hell.
Now I have replaced the O2 sensors before the cat. because of high voltage readings (CEL) plus I have done a tune up (Plugs - wires - cap and rotor). The tune up took care of the problem for a while but it came back.
I have talked to the techs at Honda and got no answer. I have searched on the net to see if someone has ran into this problem (they have) but nobody can seem to come up with a fix. I have no CEL at this time but the problem remains.

1999 B18B1 original ECU and trans swapped into a 1997 Civic EX with EX fuel pump and with B18B FPR.

Any ideas please let me know.

did you check the plugs for carbon build up? or has the fuel filter been changed?

No I havent checked the plugs since I replaced them. I figured if its not putting out any smoke at all that carbon build up wouldnt really be a factor. I thought about the fuel filter but figured if it was bad this would make it run bad all the time not just at that specific rpm range. Although since you brought it up I will check the fuel filter and plugs.
Any other ideas?

Only other thing I can suggest is adding some injector cleaner and some good gas to try to get er up and going... mine will do that occasionally, but try that and see...

my did that, and all it turned out to be was an dirty air filter, and fuel filter. chahged both of them last week the car goes fast again now with no problems, when my mechanic drove it he sugested it was the dirty filter, and he was right, have you checked your air filter...

The air filter looks fine. The problem seems to be getting progressively worse as now I have noticed it does it all the way up to 4000. I can be going along at 4000 and it will be like I took my foot off the gas except I didnt. So I did sort of a test. When the car basically shuts down at 4000 I left my throttle at the same position letting the motor slow on its own with the problem once it hits 3000 it will automatically take off again until 4000 and it will do this all over again except I hadnt moved my foot or throttle position at all. So what Im wondering is if the TPS is going bad and throwing odd voltages except I would think the comp would catch this and throw a CEL. It will do the same thing at 3000 to 2000. Im also wondering if its not that if maybe my coil is going bad. What do you guys think?
I just find it hard to believe that an air filter or even a fuel filter would do such a thing.
