Question about the '95 Accord

I'm a first-timer to this particular forum, but it looks like a great resource right away.
I was wondering if anyone possessing knowledge about '95 Accords might have some thoughts to share about whether or not that particular year/model might be compliant with the OBD-II standard?
Specifically, I'm wondering if anyone has tapped into the interface themselves and/or where the interface connector might be located for this particular vehicle?
I've been asked to drive out to look at a relative's sick '95 Accord, so I'd like to know whether or not I can download codes from the ECM before I go out there. Furthermore, the owners of the vehicle seem to be pretty clueless when it comes to mechanics of any kind, so they've been of little assistance in this regard. I did, however, have them look under the dash on the driver's side and behind the removed ashtray ...
