Starting Problem

Default Starting Problem

I had a CRX w/ a B16 for about 3 years and I sold it and just bought a 1994 Honda Civic EX (You can view the pics of the car in the picture section). I sometimes have trouble starting the car. It only happens when I do not drive the car for about 4 hours and the car sits there. If I turn it on within the 4 hours, it starts up right away. I took it too a mechanic and he said he thought it was the battery because if the battery sits to long the water drops. So I replaced the battery and nothing happened. When I go to start the car the starter and battery sound fine. I hear a noise like it is going to engage and I feel the car jolt and making a starting noise but it will not turn on. It takes like 2-4 tries and it will finally start. To rephrase things, the car does not turn over when I try to start it if it has been sitting for a while. Is this a starter problem? A fuel delivery problem?

Please Help It Really Bugs Me!

Replaced the Fuel Filter and Spark Plugs and it still does it.
