Default Sticky Tach

Wats Up PPl. I have a 91 stock accord and my one of my problems is that when im driving my tach gets stuck at 4000 RPM's then shoots to either higher or lower depending on how fast or slow im goin...... any ideas of how to fix the situation......? any insight will be greatly appreciated.....

Do you know if the tach is cable operated? If it is there is a possibility it needs to be lubed up after 15 years of use. I saw no one replied to this post so I figured I would give my closest reasonable suggestion.

yeah its cable operated.....and how would i go on lubing it?
