Default VTEC problems

Hello I have a 92 Civic Si, with a B18C1 running obd 1 everything. Vtec is not working and the check engine light is on. So I shorted the green connector so I could read the code and it says the problem is the VSS (Vehicle Speed Sensor), but my speedo is working. This is the only problem, and I can't figure out why Vtec is not functioning. I found this out by going to the track several times and running horrible times. My 60 ft's were all 2.3 and after that I was nailing every shift no problems, but I could only manage a best time of 16.4, the car weighs 2240 lbs with a half tank of gas, so my only conclusion was that Vtec must not be working, I have i,h,e but I can't feel or hear any change anywhere in the rev range even up where vtec should be activating.
