Default Stock Block Octane Limit

Probable a stupid question... can a stock b18 block handle Turbo Blue high octane fuel? I have herd it burns hotter than regular gasoline and can fry piston rings. If not, what would be the safe block build up techniques.

yes.
Unless your engine requires it there is no need to run high octane fuel.
The the least amount of octane as possible while still allowing your engine to run safely.
