Default 93 civic ex keeps blowing back up fuse

my sisters EX just stopped running. thinking maybe fuel pump b,c i removed the line and turned the car over and no fuel ever came out and plus you cant hear the pump turn on. but i was checking the fuses under the hood and the backup fuse 7.5 amp keeps blowing as soon as i put it in.

Agreed. There's likely an exposed wire somewhere that is related to that fuse that is grounding out.
