Milling the head won't really make much power, I wouldn't advise it. You can go with some higher compression pistons and forged rods, balance the crankshaft, port & polish the head, get some Crower springs/retainers and 404 cams, skunk2 intake manifold, DC 4-1 header, high flow cat, exhaust, etc....it'd make decent power. I'd also couple it with a GSR/ITR/B16 tranny, and a lightweight flywheel and aftermarket clutch.

i would swap out the head with a b16a2, and have that head ported and polished...i would then build the valve train with skunk 2 cams, and cam gears, and also their valve springs and retainers..this will allow you to rev up to 10k and make power all the way. if u swap heads u will need to have the head tapped for the oil line since u are changin it to vtec.....if u want some indepth help u can email me at pinkys43@aol.com

Not with a stock block it won't. Unless reinforcements are made to the block, the rev limit should stay at stock unless you want to see those rods shoot through your hood because of rod bolt failure.

And skunk2 stage 2 cams will not make power up to 10k rpms. You can take it up there (considering the proper reinforcements have been made) but it won't get you anywhere.
