Default Sheared Bolt in Crankshaft

I have a 96 Integra with 136K and a B18B1 engine (non VTEC). Last night while driving down the highway it started making a racket right before I got home, and my power steering belt came off. I checked it out more today and found that the bolt holding on the drive pulley and the harmonic balancer sheared off. From what I understand the engine is going to have to be pulled and torn apart. I guess the sheared bolt is a symptom of a more serious problem. The thing is, the reasons I've read about that would cause the crankshaft bearings to fail (assuming that's what it is) don't really apply to me. I've rarely run it hard, do mostly highway driving, change my own oil more frequently than the book says, I've maintained it meticulously, and always put it in neutral while waiting at a light. But I guess even healthy people get sick and cars wear out. My question is this: Should I go ahead and get the whole engine overhauled since I'm probably going to have to pull the engine anyway (new pistons, rings, etc)? I probably won't be doing this since I don't have the tools for major engine work, so what should I be looking to pay? What are some other things that could cause that bolt to shear off? And, just for fun, how much more would it cost (or how much harder) to upgrade to one of the VTEC engines (B18C1 probably)?
