Could this be my power steering pump?

Default Could this be my power steering pump?

When going ~25mph or less and I take a corner, the steering wheel will sway back and forth until I straighten out of the turn, then it's fine. And, if i'm turning at a slow rate, such as pulling out of a parking lot, my car has a loud whine as I turn the wheel.

Anybody know what this is? Is this my power steering pump? I've checked the fluid and it's fine. Maybe a clogged line? Maybe a bad pump? I have no idea??? I have some time this saturday to dig into the car so If you guys have any ideas, that would be greatly appreciated.

sounds like the rack, could be the pressure control valves in the rack
