Default High Nox Cant Pass Smog! Help!

ok i have a 94 civic with a 98 ls motor running a obd 1 [p75] ecu.. all my emissions controls are connected.. the charcoal canister, purge thingy, i even bought a new cat, and o2 sensor.. i even used the stock cams, stock timing specs, and a stock ecu when i tested at the state referee.. but no matter what.. my NOX level was at a whopping 2900 PPM [parts per million].. any ideas?

You're running lean, that's why NOx is high. Do you have high compression pistons? If not you're just running lean.

Try running a top end cleaner. You might have carbon buildup in the combustion chamber. The carbon retains heat and makes the temperature in the combustion chamber too high. This leads to the excess NOx levels. Get the cleaner directly from honda and either have them put it in (needs to be dripped in VERY slowly) or buy the tool from them and do it yourself

Make sure your EGR system is working properly as well. Inop EGR=hi NOx
