Default my brake saga continues

I just did a swap of 96 integra brakes onto my 97 civic hatch. I cant get the parking brake to work. I used 96 ls teg brake lines, which went in easily, and all brackets matched exactly. No matter how you adjust the handle, the parking brake does nothing. I can see that the handle does pull the lever on the rear calipers, but is ineffective in stopping the wheels. All clips and brackets are in the proper place, I'm stumped. My brakes still need some breaking in, granted, but the parking brake should at least do something.

Loosen the cable by the handle. I had a buddy do a rear disk swap on his EK hatch and he kept tightening and tightening the adjuster by the brake handle and it was at a point that when the parking brake handle was lowered, it didn't slacken the cable enough for the caliper to really relax and reset. It's hard to explain but I backed the adjuster back till the bolt was almost flush with the end of the adjustment stud, pumped the brake pedal a few times and the parking brake worked just fine after that. You might have the same problem he did so give it a try.
