Default VTEC crossover Q

Was wondering about this last night. In my 96 GSR, if i'm in second gear, and I give it about 1/4 throttle in second gear. I wait till 6000 RPMs then dump on the throttle. Now since the stock VTEC crossover is set at 4400, and VTEC doesn't engage unless throttle position is high enough, will my VTEC switchover at 6000 along with the secondaries or not??

Why would you ever be at that high of an RPM at low throttle, anyway?
