Although I have a toyota...this is a general question and this is the only place i thought i could get some help from ppl who knew about cars. My car is unable to pass inspection for the most retarded reason. It idles to high...i didnt even no u can fail for that. People have told me to adjust the adjuster screw which handles the idle but that piece is missing. I went to toyota and they dont sell the screw sepereately...you must buy a whole new throttle. Any suggestions on how to pass inspection or how to bring the idle down???

I know in VA you won't fail for a high idle. That's weird.
