In terms of mechanical "quality" (if you want to call it that) they are essentially the same.

What year car is this going into and what sort of ECU is going to be running it?

if you have a 92 civic, it will be easiest to use an OBD1 motor.. either a B16a2 or a JDM b16a 92-95....

If you want a cheapy motor, the d16z6 is a pretty good deal and a nice motor, but it has lower power potential than the B-series.

Well then your friend doesn't know what they're talking about. The B-series has far more power potential.

Since this is a '92 car the simplest thing for you to do would be to get your hands on a JDM B16A swap from a '92-'95 Civic SiR or SiR-II and go from there.

What exactly do you mean by "build up"? Are you actually going to disassemble it and replace all of the internals?

if you go with the d16z6, pretty much the only way you'll make significant power is with a turbo or nitrous. The ceiling, in terms of power, will be in the 160-220 range unless you rebuild the motor to accept more punishment. The D-series option has a lower initial cost, but you can only go so far before you run out of ways to improve power.

A B16A or B18B cost a little more, but have a much higher power potential. Keep in mind, a well-tuned, turbo'd D16z6 will make loads more power than a stock (or moderately modified) B-series... but turbo/nitrous that B-series motor, and you'll blow the D out of the water. Either route has its advantages. What, exactly, is your power/performance goal? Figure that out first, and it will be easier to tell where to go.

wow, if you're spending all that money and turboing anyway, you might as well go with something other than a B16... I'd suggest a B18B or B18C.
