Default Check Engine Light Does Not Work

I have a 97 Honda Accord. 4 DR SE
The Check Engine Light Does not come on at all, I am thinking that the bulb needs to be replaced if so, do I really need to disengage the SRS system. How do I find out, check, change, replace if it is any one of the following:
Loose or disconnected electrical connector
The sending unit for the warning light is faulty
The bulb is burned out
The fuse for the circuit is bad
If I need to disengage the SRS system what is the name of the tool used to disengage it, on the passenger side while I am working behind the dash.

The code 41 for the O2 sensor is coming on also any suggestions on how to fix that also.

Ok, question, how do you know that you CEL bulb does not work? A computer can throw a code without turning it on.

In otherwords, how did you diagnose this problem of yours?

Yeah you still didnt answer my question. What dianostic steps did you take to get to that answer and why did you even start taking steps without a MIL coming on. Answer that question.

P0141 O2 Sensor Heater Circuit Malfunction (Bank 1 Sensor 2)

and BTW, this is when your bulb is out.
P0650 Malfunction Indicator Lamp (MIL) Control Circuit Malfunction
