...you can touch the needles, just dont try to take them off from the gauge faces

for the gauges, people bent the indiglo around the needles. if i were you i would try the lube advise if that doesnt work, i think its time for a new cluster. the gain of this is that u dont have to have it say 420000 miles. now it can say 120000 or so

Easiest way to fix the sticking needle is spray some WD40 on that and you dont need to take the needles off to replace gauge faces just have to manuvure the gauge face around the needle
