Replacing timing belt on Honad Civic 1995

Am I having problems adjusting the timing belt tension? How do I know if it's to too tight or too loose?

Does it whine when you throttle the gas? The factory manual for a 95 civic if I remember is to put the belt on, with the engine@TDC let the tensioner out(the spring is free to pull it in towards the belt), Then use the crank keyway as a reference mark(which would be exactly 12o clock at TDC) and move it counterclockwise to the 10o clock position. This move takes out the slack in the back side of the belt(waterpump side) in theory if you had the front side(cam to crank gear) tight. After it's at the 10 o clock position tighten the tensioner adjustment bolt and reassembly it.

the above is a more factory way for a civic. The other way is just to apply tension with a prybar or large screwdriver to the tensioner then tighten the adjustment bolt. I would not recommend doing that until you are more experienced at how much tension you need and how it "feels".

If it is overheating at all or pinging it's probably skipped a tooth due to a loose tensioner or it was installed wrong. I wouldn't drive it at all if it's having problems. How is the idle? Is it fast or stalling? Do you have any coolant leaks? It's hard to diag. across a computer but more details will
help

is there some sort of fuel cut off switch? timing belt is installed correctly but it seems as if there is no compression and no cylinders are firing?
