chips in fibreglass you mean in the sense of like rock chips and dings and such? The easiest way to fix those is with bondo :P Or the other thing you could do that I've done a few times is rough up the area around it like you'd fix one on a car and fill it with resin, but you gotta make sure its really rough even the inside of the hole so the resin can hold. But this isn't the best fix, most people I know just used bondo.

foglights - varies on every car. On my friends nissan, there were two unused bolts in perfect mounting positions, so we used those and didnt have to drill a thing. On others, you will.

Foglights it depends on where you are mounting them and on what bumper as well as the size of the light. I have a small set I installed on mine and I predrilled holes just big enough to put the screw through then used a backing plate to tap the screw through and it has held up fine for me.
Chips or holes in fiberglass? If its just little chips lie paint chips then sand it prime it and paint it.
If its holes, punctures, or tears then you would be best off getting some kitty hair and filling it from the backside then sand prep and paint.
