Default restoring factory wheels?

the guy who had my car before me decided to paint the factory aluminum wheels to hide all the scuffs he had put on them. he painted them in graphite and did a bad job at it... i've hated them ever since i got it. so my question is, is there a way to sand them down and then use some aluminum polish to bring back their original condition? or am i just better off painting them back to aluminum color?

ther are also many places that refinish alloy rims. Don't know the cost but if you do a google search you'll find all kinds of shops.

refinishing alloy wheels are more expensive than getting a new set of replicas or remanufactured wheels. Refinishing cost are $129-$180 per wheel in northern ca.
