Default shimmy?

Hello,
I have a 1991 honda civic std. My problem is this, the front end shimmies or oscillates or shakes if you will, when i am pushing on the brakes. It varies in intensity depending on speed, and how hard i push on the brakes. I have replaced the upper control arm, because it was severely worn. Could pull the whole upper arm and move it about a 1/4 to 3/8 of an inch. That helped alot but the car still shakes on braking, and has its fits at highway cruising speed, 80 mph. I am wondering what the problem is. I am thinking it is the lower ball joint.

any help would be appreciated

Your rotors are warped and/or your front wheels are unbalanced.

do you think i can have them turned, or should i just get new ones?

Have your rotors been turned once before? If not then I would try to get them turned. It would be cheaper to go this route.
