Default putting a filter over the tb?

i was just on ebay and i saw a 4th gen civic si hb and he had a cone filter at the end of the tb. is that good to do? theres no intake piping just the tb and then the filter. can i do that or will i run into problems later on down the road?wont the car just bog and hicup when u gun it?

It'd just be sucking in super hot air......I don't see a positive coming form it......maybe it was just a temporary thing while he painted his piping.

It can be good if you have a Supercharger since it makes it easy for it to suck air. But for N/A or turbo you wouldn't want to do that.
