There's two thermo-switches that control the fan. The main one is in the radiator though. Pull back the insulating plug cover and arc across the metal contacts with a screwdriver or something similar with the key in the on position. If it comes on, assuming your switches are working, you should be fine. If it doesn't, you may have a bad relay in the system. Once you verify that the fan works, if the engine/radiator get too warm [once the weather warms up, won't happen if it's cold really], the termo switch should do the same thing the screwdriver did in the test and close the connection allowing power to go to the fan. If the fan never comes on and needs to, then one of your thermo switches is probably bad [not very likely]. But again, the main one to be concerned with is the one in the radiator since you can monitor the relative engine temperature via the guage.

GreenMachineRex,
I had a similar concern when I was trying to solve a cooling problem on my CRX. On my car, the fan will come on if I idle in the driveway for a half hour or so. Additionally, if it's very hot out (90 degrees plus - not gonna happen now) the fan will come on.
But, as 1stGenCRXer mentioned, jumper the thermoswitch, and the fan should come on. From your first post, it appears that all is normal though. So either jumper the switch or just let it idle until the fan comes on.
