Default Fuel gauge problems

Ok I just took my cluster out to check out my fuel gauge is it sat at about 1/8th tank even with key out and battery unplugged, it wasn't 'stuck' just didn't move in any direction, you can turn the needle any way you want took the part off that showed full/empty etc and everything looked fine as in the copper wires were in-tact.

So my question is this, is the gauge malfunctioning or is it the fuel level sender unit?

If its the level sender, would this unit work:

you can replace the gauge - you have to replace both fuel and temp as they are all one piece - new one from Honda is really expensive (around $90) - just find another cluster and either swap the entire cluster or just the gauges
