What do you mean by "even out?" Do you want to restore them to a factory shine or turn them a single colour?

To restore them, buy some plastic cleaner and abbrasive-free chrome polish. Use as directed. I prefer "Blue Magic" brand plastic cleaner and metal polish myself.

If you want to paint them, use a good plastic cleaner, wet sand with an ultra-fine wet sandpaper, then spray wth any good clear red spray. Do not paint over the clear reverse lense, that is illegal and very unsafe. Painting yellow or amber turn signals is technically illegal (voids the SAE/DOT approval) but is still legal colourwise.

Tinting them is illegal. I do not condone such an action.

You can use Testors model paint,"Transparent Candy Apple red".
