Default Power locks not working

The power locks in my '90 civic lx 4 door recently stopped working. When I press the lock switch on the driver door, I can hear the regular clicking inside the drivers door but none of the locks go. I checked the fuses and they're good. What could it be?

Relay? Open up the door and see if everything is attached right...sometimes the lock opener will come off track.

I got the door off and the when I hit the switch, the normal clicking is coming from the lock control unit, so it's getting power. There wouldn't be a different fuse/relay for the rest of the doors would there?
