It doesn't have to be USDM OBD 1 for your engine to be smog legal. You just have to be OBD compliant, meaning your engine's OBD matches your car's OBD, and your engine has to be running USDM emissions parts. So as long as you're running a USDM map sensor, evap canister(i think), and other emissions parts, you'll be fine.
Also, GS-R motors or b18c and c1s are vtec motors.
