The only way I know of to make it quicker is to swap in a power rack and block of the hydrolic fitting ports... something in the 4th generation was availible with power steering, I don't remember what though. Probably the EX.
Anyway, if you want to keep your original rack, it's impossible.

I don't really know that much about it, I was reading when people do engine swaps, sometimes they swap over to power steering as well. If I recall they were saying you can use the rack and pump out of the Integra that gave up your B18. I think they are G2 tegs, '91 to like '94 or something like that. Try searching around the forums or motor swap sites.

I seem to remember hearing somewhere that the HF steering rack had a faster ratio...
