am i to assume that the 99-00 b16a2 uses the same timing belt and tensioner as the 1st gen b16a with cable tranny?

Will it use the D16's map sensor?

yes
id assume its the same for all PGMFI hondas
at least its true of F+H series
so it should hold true for D+B series
but honestly i think all honda maps (OBD1 at least) are the same. i could be wrong
the cable b16a is OBD0 but id have to assume since its a PGMFI DOHC VTEC, that its the same MAP as any OBD1 honda.
