CL turn signal assembly

CL turn signal assembly
The lens on the turn signal assembly has broken and it won't pass inspection. Can a lens be replaced without paying $40 + for a new assembly? And is this a job that can be done without taking the bumper apart?

You will have to replace the whole assembly.
