Have you tried turning the steering wheel a little to unlock it?

Had this problem with a duplicate I had made at the local hardware store. Had to "notch" out the plastic where the shaft goes into the black plastic. Notice on an Acura key there is a slight notch at this "base". Allows for key to push in to turn all the way to "Off"
