to be safe check and change your hl relay switch all your fuses that has a connection to all your lights also check to see if the resistance to your head light wires are normal. it is probably a relay!

my guess is check the connection -- and then fuses, if no problems, start swapping parts starting with the cheapest...

possible blown HID ballast?

They didn't have HID's back in 1994, did they?
