my 98 3.2tl is putting out cold air when the dial is set between 18C to 29C. I only get hot air when set at 30C even when:

1) the temperature is showing normal (at the middle of the gauge)

2) coolant level is full

3) all air is bleeded out thru bleeder valve

4) radiator was flushed recently.

Please advise.
