Why is it that if i press the gas and revv the engine, and let go of the pedal and let the RPMS fall by themselves..... that if i pull back on the pedal with my foot, the RPMS drop lower? Like the RPMS stay high(er) unless i pull back manually on the pedal with my shoe? Is this normal?

Go try it and see if your cars do the same thing.

 

probably because you pull the throttle body cable more than it usually goes, or you pull it faster and it does this

 

but sometimes the throttle will drop all the way down when letting it fall on its own, to the point that when i do pull it back, its already to the lowest point... so i dunno what keeps it up. Because if im adjusting the throttle, should i do it with the pedal pulled back or when it falls on its own?
