Default HELP: clanking and flapping tire noise

everytime i decelerate or just let go of the gas i get this clanking and flapping tire noise. the noise goes away when i'm accelerating or breaking. it's really loud. i don't kno what it is. i checked the tires and they appear fine. what could it be?

check your lug nuts
last night me and my friend lowered my car. i heard a noise similar to this and my car felt weird. i pull over and check my rear right tire and the lugnuts weren't even finger tight. we straight forgot about that wheel. oops

check to see if anything is impaled on the tire. that happend to me once, turned out to be a nut stuck in my damn tire. anything stuck in the wheel wells?

check the plastic guard around the tire well. one time a piece of mine from in front of the left tire had ripped and was hanging down and rubbing on the tire. when i was driving it sounded like i had a flat because it was flapping around and smelled like rubber.
