Can you just take the airbox off and put a Cone filter on the end of the stock tubing?? Would this make a better sound and/or lead to any hp gains?

Yes you can.

but it won't be CAI...

CAI = Cold Air Intake.

There's no cold air inside your engine bay.

Better sound, not sure about better, but it will be louder.

HP gains, minimal, if any.

It will give you a nice sound, and give you a little HP, it will basically be a short ram but not quite as good because of the piping.

I did that before I got my CAI and it was basically sound only. Maybe 1 horse of an upgrade, but tremendously louder.

just remove the resonator and the snorkel and put a K&N OEM replacement filter in the stock airbox... also known as the poor man's CAI sinc it pulls air from outside the engine bay.
