Update
Interesting twist! I wasn't sure about doing the R & R on the IACV so I took the car to Honda for the repair. Just as I pulled into the lot the up and down revs stopped. The night before I ran a can of seafoam through the brake vacuum hose and cleared out a ton of carbon but it did not solve the problem. Or at least it did not right away. Is it possible that after driving the car for several miles whatever was bothering the IACV cleared? Today is the second day in a row without the problem. Any thoughts?
