Default Rolling Fenders - Confusion

I've Read some DIY Rolling Fenders using Baseball Bat and stuff. But what does it do? Making Fenders tuck out a lil bit more so that the wheels won't rub against the edge?

any one got the link / pic to those DIY again please?? Thanks

It's generally used to push the inside lip of the fender upwards and out of the way. So you woudn't see a difference in the profile of the fender from the outside of the car, just makes more room for the tire in the fender well.

thanks, Jschmid, that sure clear things up, because I was thinking of the same thing, but people argued and saying that it made the fenders tuck out more. That's how i became confused.

Thanks
