Because the 9006 bulb is supposed to be DOT(department of transportation) certified to within a certain lumen range, beam pattern, and color temperature. When you take a bulb that is certified as a high beam bulb and use it as a low beam bulb, the certification is null, because you aren't using it in approved situations. That's why most of the riceboy bulbs say "offroad use only" on the packaging. So using your theory, why can't I take my fog lamps and use them as my backup lamps(well without risking a ticket I should say) because the DOT has certified those lamps to be foglamps, NOT backlamps. get the premise here??? 9005 is a certified HIGHBEAM, you are putting it into a LOWBEAM socket, by means of force(cuz again it wasn't made to go in there), so you are breaking a law.
