Default brakes??

i have a 92 accord ex, with 4 wheel abs....when i apply the breaks at over 40 mph i hear a clicking noise coming from what sounds like, my ecu, when it goes under 40 mph it stops. i also feel my brakes surging like abs does when it is icy or wet. this is all on normal dry ground. abs shouldnt kick in unless there is slipping should it? i was just wondering if anyone else has ever had their brakes do this? any ideas or help is appreciated.

check your brake fluid level.. it'll act like that when the level is low.

other than that, not sure..

my brake fluid is just fine...ive checked everything on the calipers(greased everything) i didnt know if there might be something wrong with my abs system. i hate not being able to figure things out.
