Default Will not Turn over but lights on

1989 Accord DX (Carb not FI) with Manual transmission
1. Turning the key and depressing the clutch will light up the idiot lights but the car will not turnover/starter turns on.
2. I tried shorting the clutch pedal ignition lock switch to no avail. Car has cruise control so tried all 3 wires together of this switch (cruise control, start switch and ground). Tried every combo of the 3 for shorting and no joy. I did notice the grommet is gone.
3. I tried jiggling the ignition switch with key in it to no avail.
4. I tried to depress the clutch at certain intervals to no avail.
5. I checked to ensure no wire inadvertently was disconnected under the hood.
6. I had just finished changing the valve cover gasket and then started the car to check for oil leaks. It started and there were no leaks. Did the final tighten of the bracket that attaches from valve cover to the air cleaner housing. Tried to start the car again and then the car just plain did not turnover and exhibited the symptom in #1.
7. There has not been any symptom of a problem prior to this - it started just great. I was just changing the valve cover gasket.

Any ideas?

Have you attempted to jump start the car, just in case it actually is the battery?

Yes. Tried that but still will not crank.

cost was $168 to fix by mechanic. it was the starter relay
