Default 1993 Accord MIL on solid in diag mode

The MIL is on solid when it is in diagnostic mode(shorting P2 connector). I've looked at the diagnostic codes, but not sure what this might be. Is it a "1", is it a "0", or what does it mean. Any ideas?

It's supposed to do that when there are no error codes stored. It'll also remind you to remove the jumper wire before driving away...
